BAGIAN   I
A.     Mutu PMB
Dosen dari Fakultas Ekonomi Universitas Gunadarma Mostly, dosenya baik dan menyenangkan, saya dapat belajar dengan baik, namun ada juga dosen yang mengajarnya kurang dapat dimengerti. Jika saya kesulitan dalam mata kuliah, saya akan mendiskusikannya kepada teman – teman kurikulum di FE UG sudah cukup baik. Tetapi mungkin sarana dan prasarananya harus lebih di tingkatkan lagi seperti buku – buku di perpustakaan Universitas Gunadarma di kampus J belum sepenuhnya lengkap.
B.     Pengembangan ke ilmu dan intern MK
Untuk mengembangkan ilmu mata kuliah saya biasanya berdiskusi dengan teman – teman begitu juga dengan penulisan ilmiah saya. Penulisan ilmiah saya bertemakan perusahaan nirlaba, saya mengambil itu karena saya ingin tau apakah perusahaan seperti itu dapat menangani hutang lancarnya, mendapatkan profit walaupun perusahaan itu merupakan perusahaan yang tidak  mementingkan laba untuk perusahaannya.
C.     Usaha peningkatan mutu proses belajar mengajar
Saya sering bertannya kepada teman – teman untuk meningkatkan PMB saja juga belajar sendiri tentunya , belajar sendiri dengan didukung buku pelajaran, internet, dan lain – lain.
D.     Karakter pribadi terhadap berbagai situasi dan kondisi
Pada dasarnya saya ini orangnya tidak sabar, namun saya sedang mengatasi itu, didalam hidup saya, saya berusaha untuk dapat mengendalikan diri saya dengan berfikir rasional.
E.      Etos kerja
Didalam hidup saya saat ini saya mempunyai target kuliah, karena saya ingin tepat lulus pada waktunya, semangat buat saya merupakan kunci dari keberhasilan, jadi saya sangat bersemangat untuk belajar giat, berusaha menyelesaikan tugas tepat pada waktunya agar tecapai hasil yang maksimal juga tentunya.
F.      Integritas diri
Hidup ini harus mempunya prinsip agar kita tidak terombang ambing. Saya mempunyai prinsip untuk kelangsungan hidup saya. Jujur sangatlah penting, ini yang selalu saya tanamkan pada diri saya, tidak itu saja konsisten dalam ucapan dan prilaku juga harus ditanamkan selain kejujuran.
G.     Keterbukaan diri terhadap kritik dan saran
Keburukan didalam diri saya adalah saya kurang menerima akan kritik dari orang lain walaupun kritik itu agar membuat saya lebih baik nantinya. Bagi saya pendapat orang lain merupakan angin lalu, karena pendapat orang lain berbeda – beda, jadi saya tidak terlalu memperhatikannya. Bagi saya intropeksi diri sendiri merupakan hal yang utama, dibandingkan dengan accapted pendapat orang lain tentang saya.
H.     Peran sosial
Untuk bekeja sama dengan orang lain agaknya sulit bagi saya, karena saya lebih senang bekerja sendiri, belajar itulah yang saya perlukan untuk bekerja sama, karena dengan sosialisasi dengan baik kita dapat bekerja sama. Sosialisasi baik di dalam lingkungan baru merupakan hal sulit bagi saya.

MEMBANGUN KOPERASI BERBASIS ANGGOTA DALAM RANGKA PENGEMBANGAN EKONOMI RAKYAT



Setelah melalui berbagai kebijakan pengembangan koperasi pada masa Orde Baru yang bias pada dominasi peran pemerintah, serta kondisi krisis ekonomi yang melanda Indonesia, timbul pertanyaan bagaimana sebenarnya peran koperasi dalam masyarakat Indonesia, bagaimana prospeknya dan bagaimana strategi pengembangan yang harus dilakukan pada masa yang akan datang. Melihat sifat dan kondisi krisis ekonomi saat ini serta berbagai pemikiran mengenai usaha untuk dapat keluar dari krisis tersebut, maka koperasi dipandang memiliki arti yang strategis pada masa yang akan datang.

a. KONDISI KOPERASI (PERBANDINGAN KUD DAN KOPERASI KREDIT/KOPDIT)

Keberadaan beberapa koperasi telah dirasakan peran dan manfaatnya bagi masyarakat, walaupun derajat dan intensitasnya berbeda. Setidaknya terdapat tiga tingkat bentuk eksistensi koperasi bagi masyarakat (PSP-IPB, 1999) :

Pertama, koperasi dipandang sebagai lembaga yang menjalankan suatu kegiatan usaha tertentu, dan kegiatan usaha tersebut diperlukan oleh masyarakat. Kegiatan usaha dimaksud dapat berupa pelayanan kebutuhan keuangan atau perkreditan, atau kegiatan pemasaran, atau kegiatan lain. Pada tingkatan ini biasanya koperasi penyediakan pelayanan kegiatan usaha yang tidak diberikan oleh lembaga usaha lain atau lembaga usaha lain tidak dapat melaksanakannya akibat adanya hambatan peraturan. Peran koperasi ini juga terjadi jika pelanggan memang tidak memiliki aksesibilitas pada pelayanan dari bentuk lembaga lain. Hal ini dapat dilihat pada peran beberapa Koperasi Kredit dalam menyediaan dana yang relatif mudah bagi anggotanya dibandingkan dengan prosedur yang harus ditempuh untuk memperoleh dana dari bank. Juga dapat dilihat pada beberapa daerah yang dimana aspek geografis menjadi kendala bagi masyarakat untuk menikmati pelayanan dari lembaga selain koperasi yang berada di wilayahnya.

Kedua, koperasi telah menjadi alternatif bagi lembaga usaha lain. Pada kondisi ini masyarakat telah merasakan bahwa manfaat dan peran koperasi lebih baik dibandingkan dengan lembaga lain. Keterlibatan anggota (atau juga bukan anggota) dengan koperasi adalah karena pertimbangan rasional yang melihat koperasi mampu memberikan pelayanan yang lebih baik. Koperasi yang telah berada pada kondisi ini dinilai berada pada ‘tingkat’ yang lebih tinggi dilihat dari perannya bagi masyarakat. Beberapa KUD untuk beberapa kegiatan usaha tertentu diidentifikasikan mampu memberi manfaat dan peran yang memang lebih baik dibandingkan dengan lembaga usaha lain, demikian pula dengan Koperasi Kredit.

Ketiga, koperasi menjadi organisasi yang dimiliki oleh anggotanya. Rasa memilki ini dinilai telah menjadi faktor utama yang menyebabkan koperasi mampu bertahan pada berbagai kondisi sulit, yaitu dengan mengandalkan loyalitas anggota dan kesediaan anggota untuk bersama-sama koperasi menghadapi kesulitan tersebut. Sebagai ilustrasi, saat kondisi perbankan menjadi tidak menentu dengan tingkat bunga yang sangat tinggi, loyalitas anggota Kopdit membuat anggota tersebut tidak memindahkan dana yang ada di koperasi ke bank. Pertimbangannya adalah bahwa keterkaitan dengan Kopdit telah berjalan lama, telah diketahui kemampuannya melayani, merupakan organisasi ‘milik’ anggota, dan ketidak-pastian dari dayatarik bunga bank. Berdasarkan ketiga kondisi diatas, maka wujud peran yang diharapkan sebenarnya adalah agar koperasi dapat menjadi organisasi milik anggota sekaligus mampu menjadi alternatif yang lebih baik dibandingkan dengan lembaga lain.

Namun diantara peran dan manfaat koperasi diatas, ternyata lebih banyak lagi koperasi, terutama KUD, yang tidak mendapatkan apresiasi dari masyarakat karena berbagai faktor. Faktor utamanya adalah ketidak mampuan koperasi menjalankan fungsi sebagai mana yang ‘dijanjikan’, serta banyak melakukan penyimpangan atau kegiatan lain yang mengecewakan masyarakat. Kondisi ini telah menjadi sumber citra buruk koperasi secara keseluruhan.

Pada masa yang akan datang, masyarakat masih membutuhkan layanan usaha koperasi. Alasan utama kebutuhkan tersebut adalah dasar pemikiran ekonomi dalam konsep pendirian koperasi, seperti untuk meningkatkan kekuatan penawaran (bargaining positition), peningkatan skala usaha bersama, pengadaan pelayanan yang selama ini tidak ada, serta pengembangan kegiatan lanjutan (pengolahan, pemasaran, dan sebagainya) dari kegiatan anggota. Alasan lain adalah karena adanya peluang untuk mengembangkan potensi usaha tertentu (yang tidak berkaitan dengan usaha anggota) atau karena memanfaatkan fasilitas yang disediakan pihak lain (pemerintah) yang mensyaratkan kelembagaan koperasi, sebagaimana bentuk praktek pengembangan koperasi yang telah dilakukan selama ini. Namun alasan lain yang sebenarnya juga sangat potensial sebagai sumber perkembangan koperasi, seperti alasan untuk memperjuangkan semangat kerakyatan, demokratisasi, atau alasan sosial politik lain, tampaknya belum menjadi faktor yang dominan.

Alasan kebutuhan awal atas keberadaan koperasi tersebut sangat dipengaruhi oleh pola hubungan koperasi dan anggota serta masyarakat yang didominasi pola hubungan bisnis. Hal ini sangat terlihat dalam pola hubungan koperasi dan anggota di KUD. Akibatnya sering terjadi “koperasi yang tidak berkoperasi” atau dikenal pula sebagai “koperasi pengurus” dan “koperasi investor” karena koperasi dan anggota menjadi entitas yang berbeda, melakukan transaksi satu dengan lainnya, bahkan tidak jarang saling berbeda kepentingan : pengurus dan ‘investor’ disatu pihak, anggota dipihak lainnya.

Dari beberapa perkembangan Kopdit terlihat bahwa pola hubungan koperasi dan anggota yang sesuai dengan prinsip dasar koperasi memang membutuhkan proses. Namun jika kesadaran keanggotaan (yang membedakan seorang anggota dengan yang bukan anggota) telah berhasil ditumbuhkan maka kesadaran tersebut akan menjadi dasar motivasi dimana pola hubungan bisnis dapat berkesinambungan melalui partisipasi yang kemudian berkembang menjadi loyalitas. Pola yang tidak hanya ‘hubungan bisnis’ tersebut kemudian akan menjadi sumber kekuatan koperasi. Hal ini ditunjukkan oleh beberapa Kopdit, dimana jika dalam masa krisis banyak KUD dan lembaga usaha lain gulung tikar beberapa Kopdit justru menunjukkan peningkatan kinerja baik dilihat dari omset, SHU, dan jumlah anggota.

b. FAKTOR FUNDAMENTAL EKSISTENSI DAN PERAN KOPERASI

Berdasarkan pengamatan atas banyak koperasi serta menggali aspirasi berbagai pihak yang terkait dengan perkembangan koperasi, khususnya para partisipan koperasi sendiri, yaitu anggota dan pengurus, maka dapat disintesakan beberapa faktor fundamental yang menjadi dasar eksistensi dan peran koperasi dimasyarakat. Faktor-faktor berikut merupakan faktor pembeda antara koperasi yang tetap eksis dan berkembang dengan koperasi-koperasi yang telah tidak berfungsi bahkan telah tutup.

1. Koperasi akan eksis jika terdapat kebutuhan kolektif untuk memperbaiki ekonomi secara mandiri.

Masyarakat yang sadar akan kebutuhannya untuk memperbaiki diri, meningkatkan kesejahteraanya, atau mengembangkan diri secara mandiri merupakan prasyarat bagi keberdaan koperasi. Kesadaran ini akan menjadi motivasi utama bagi pendirian koperasi ‘dari bawah’ atau secara ‘bottom-up’. Faktor kuncinya adalah kesadaran kolektif dan kemandirian. Dengan demikian masyarakat tersebut harus pula memahami kemampuan yang ada pada diri mereka sendiri sebagai ‘modal’ awal untuk mengembangkan diri. Faktor eksternal dapat diperlakukan sebagai penunjang atau komplemen bagi kemampuan sendiri tersebut.

2. Koperasi akan berkembang jika terdapat kebebasan (independensi) dan otonomi untuk berorganisasi.

Koperasi pada dasarnya merupakan suatu cita-cita yang diwujudkan dalam bentuk prinsip-prinsip dasar. Wujud praktisnya, termasuk struktur organisasinya, sangat ditentukan oleh karakteristik lokal dan anggotanya. Dengan demikian format organisasi tersebut akan mencari bentuk dalam suatu proses perkembangan sedemikian sehingga akhirnya akan diperoleh struktur organisasi, termasuk kegiatan yang akan dilakukannya, yang paling sesuai dengan kebutuhan anggota. Pengalaman pengembangan KUD dengan format yang seragam justru telah menimbulkan ketergantungan yang tinggi terhadap berbagai faktor eksternal, sedangkan KUD yang berhasil bertahan justru adalah KUD yang mampu secara kreatiif dan sesuai dengan kebutuhan anggota dan masyarakat mengembangkan organisasi dan kegiatannya.

3. Keberadaan koperasi akan ditentukan oleh proses pengembangan pemahaman nilai-nilai koperasi.

Faktor pembeda koperasi dengan lembaga usaha lain adalah bahwa dalam koperasi terdapat nilai-nilai dan prinsip yang tidak terdapat atau tidak dikembangkan secara sadar dalam organisasi lain. Oleh sebab itu pemahaman atas nilai-nilaI koperasi : keterbukaan, demokrasi, partisipasi, kemandirian, kerjasama, pendidikan, dan kepedulian pada masyarakat; seharusnya merupakan pilar utama dalam perkembangan suatu koperasi. Pada gilirannya kemudian nilai dan prinsip itulah yang akan menjadi faktor penentu keberhasilan koperasi. Sehingga salah satu faktor fundamental bagi keberadaan koperasi ternyata adalah jika nilai dan prinsip koperasi tersebut dapat dipahami dan diwujudkan dalam kegiatan organisasi. Disadari sepenuhnya bahwa pemahaman nilai-nilai tersebut tidak dapat terjadi dalam “semalam”, tetapi melalui suatu proses pengembangan yang berkesinambungan setahap demi setahap terutama dilakukan melalui pendidikan dan sosialisasi dengan tetap memberikan tempat bagi perkembangan aspirasi lokal yang spesifik menyangkut implementasi bahkan pengayaan (enrichment) dari nilai-nilai koperasi yang universal tersebut. Dengan demikian proses pengembangan pemahaman nilai-nilai koperasi akan menjadi salah satu faktor penentu keberadaan koperasi.

4. Koperasi akan semakin dirasakan peran dan manfaatnya bagi anggota dan masyarakat pada umumnya jika terdapat kesadaran dan kejelasan dalam hal keanggotaan koperasi.

Hal ini secara khusus mengacu pada pemahaman anggota dan masyarakat akan perbedaan hak dan kewajiban serta manfaat yang dapat diperoleh dengan menjadi anggota atau tidak menjadi anggota. Jika terdapat kejelasan atas keanggotaan koperasi dan manfaat yang akan diterima anggta yang tidak dapat diterima oleh non-anggota maka akan terdapat insentif untuk menjadi anggota koperasi. Pada gilirannya hal ini kemudian akan menumbuhkan kesadaran kolektif dan loyalitas anggota kepada organisasinya yang kemudian akan menjadi basis kekuatan koperasi itu sendiri.

5. Koperasi akan eksis jika mampu mengembangkan kegiatan usaha yang :

a. luwes (flexible) sesuai dengan kepentingan anggota,

b. berorientasi pada pemberian pelayanan bagi anggota,

c. berkembang sejalan dengan perkembangan usaha anggota,

d. biaya transaksi antara koperasi dan anggota mampu ditekan lebih kecil dari biaya transaksi non-koperasi, dan

e. mampu mengembangkan modal yang ada didalam kegiatan koperasi dan anggota sendiri.

Kegiatan usaha yang dikembangkan koperasi pada prinsipnya adalah kegiatan yang berkait dengan kepentingan anggota. Salah satu indikator utama keberhasilan kegiatan usaha tersebut adalah jika usaha anggota berkembang sejalan dengan perkembangan usaha koperasi. Oleh sebab itu jenis usaha koperasi tidak dapat diseragamkan untuk setiap koperasi, sebagaimana tidak dapat diseragamkannya pandangan mengenai kondisi masyarakat yang menjadi anggota koperasi.

Biaya transaksi yang ditimbulkan apabila anggota menggunakan koperasi dalam melakukan kegiatan usahanya juga perlu lebih kecil jika dibandingkan dengan tanpa koperasi. Hal ini akan menjadi penentu apakah keberadaan koperasi dan keanggotaan koperasi memang memberikan manfaat bisnis. Jika biaya transaksi tersebut memang dapat menjadi insentif bagi keanggotaan koperasi maka produktivitas modal koperasi akan lebih besar dibandingkan lembaga lain. Langkah selanjutnya yang perlu dikembangkan oleh suatu koperasi adalah agar hasil produktivitas tersebut dapat dipertahankan dalam sistem koperasi. Pengalaman sebelumnya menunjukkan bahwa salah satu faktor yang menyebabkan lemahnya lembaga koperasi adalah karena nilai lebih dari perputaran modal dalam “sistem” koperasi ternyata lebih banyak diterima oleh lembaga-lembaga diluar koperasi dan anggotanya. Hal ini memang merupakan salah satu catatan penting yang harus diperhatikan sebagai akibat dari sistem perbankan yang sentralistik seperti yang dianut saat ini.

Jika koperasi memang telah menyadari pentingnya keterkaitan usaha antara usaha koperasi itu sendiri dengan usaha anggotanya, maka salah satu strategi dasar yang harus dikembangkan oleh koperasi adalah untuk mengembangan kegiatan usaha anggota dan koperasi dalam satu kesatuan pengelolaan. Hal ini akan berimplikasi pada berbagai indikator keberhasilan usaha koperasi, dimana faktor keberhasilan usaha anggota harus menjadi salah satu indikator utama.

6. Keberadaan koperasi akan sangat ditentukan oleh kesesuaian faktor-faktor tersebut dengan karakteristik masyarakat atau anggotanya.

Jika dilihat dari kondisi sosial masyarakat Indonesia saat ini, maka dapat dihipotesakan bahwa koperasi dapat tumbuh, berkembang, dan sekaligus juga berperan dan bermanfaat bagi masyarakat yang tengah berkembang dari suatu tradisional dengan ikatan sosiologis yang kuat melalui hubungan emosional primer ke arah masyarakat yang lebih heterogen dan semakin terlibat dengan sistem pasar dan kapital dalam pemenuhan kebutuhan hidupnya, atau yang juga dikenal dengan komunitas ‘bazar-ekonomi’. Artinya koperasi tidak diharapkan dapat sangat berkembang pada masyarakat yang masih sangat tradisional, subsisten, dan relatif ‘tertutup’ dari dinamika sistem pasar; atau juga pada komunitas yang telah menajdi sangat individualis, dan berorientasi kapital. Dengan perkataan lain, koperasi tidak diharapkan dapat berkembang optimal disemua bentuk komunitas.

Sebagai bagian dari identifikasi berbagai faktor fundamental tersebut maka perlu disadari bahwa pemenuhan faktor-faktor tersebut memang dapat bersifat ‘trade-off’ dengan pertimbangan kinerja jangka pendek suatu organisasi usaha konvensional. Proses yang dilakukan dalam pengembangan koperasi memang membutuhkan waktu yang lebih lama dengan berbagai faktor “non-bisnis” yang kuat pengaruhnya. Dengan demikian pemenuhan berbagai faktor fundamental tersebut dapat menyebabkan indikator kinerja lain, seperti pertumbuhan bisnis jangka pendek, harus dikorbankan demi untuk memperoleh kepentingan yang lebih mendasar dalam jangka panjang.


c. MENGEMBANGKAN KOPERASI DI INDONESIA: MULAI DARI APA YANG SUDAH ADA

Dalam kondisi sosial dan ekonomi yang sangat diwarnai oleh peranan dunia usaha, maka mau tidak mau peran dan juga kedudukan koperasi dalam masyarakat akan sangat ditentukan oleh perannya dalam kegiatan usaha (bisnis). Bahkan peran kegiatan usaha koperasi tersebut kemudian menjadi penentu bagi peran lain, seperti peran koperasi sebagai lembaga sosial. Isyu strategis pengembangan usaha koperasi dapat dipertajam untuk beberapa hal berikut :

1. Mengembangkan kegiatan usaha koperasi dengan mempertahankan falsafah dan prinsip koperasi.

Beberapa koperasi pada beberapa bidang usaha sebenarnya telah menunjukkan kinerja usaha yang sangat baik, bahkan telah mampu menjadi pelaku utama dalam bisnis yang bersangkutan. Misalnya, GKBI yang telah menjadi terbesar untuk usaha batik, Kopti yang telah menjadi terbesar untuk usaha tahu dan tempe, serta banyak KUD yang telah menjadi terbesar kecamatan wilayah kerjanya masing-masing. Pada koperasi-koperasi tersebut tantangannya adalah untuk dapat terus mengembangkan usahanya dengan tetap mempertahankan prinsip-prinsip perkoperasian Indonesia. Pada prakteknya, banyak koperasi yang setelah berkembang justru kehilangan jiwa koperasinya. Dominasi pengurus dalam melaksanakan kegiatan usaha dan koperasi yang membentuk PT (Perseroaan Terbatas) merupakan indikasi kekurang-mampuan koperasi mengembangkan usaha dengan tetap mempertahankan prinsip koperasi. Jika tidak diantisipasi kondisi ini pada gilirannya akan mengaburkan tujuan pengembangan koperasi itu sendiri.

2. Keterkaitan kegiatan koperasi dengan kegiatan pelayanan usaha umum.

Hal yang menonjol adalah dalam interaksi koperasi dengan bank. Sifat badan usaha koperasi dengan kepemilikan kolektif ternyata banyak tidak berkesesuaian (compatible) dengan berbagai ketentuan bank. Sehingga akhirnya ‘terpaksa’ dibuat kompromi dengan menjadikan individu (anggota atau pengurus) sebagai penerima layanan bank (contoh : kredit KKPA). Hal yang sama juga terjadi jika koperasi akan melakukan kontrak usaha dengan lembaga usaha lain. Kondisi ini berhubungan erat dengan aspek hukum koperasi yang tidak berkembang sepesat badan usaha perorangan. Disamping itu karakteristik koperasi tampaknya kurang terakomodasi dalam berbagai peraturan perundang-undangan yang menyangkut badan usaha selain undang-undang tentang koperasi sendiri. Hal ini terlihat misalnya dalam peraturan perundangan tentang perbankan, perpajakan, dan sebagainya.

3. Mengatasi beberapa permasalahan teknis usaha bagi koperasi kecil untuk berkembang.

Koperasi (KUD) sayur di Pangalengan kebingunan pada saat ada permintaan untuk melakukan ekspor tomat ke Singapura: bagaimana mekanisme pembayarannya, bagaimana membuat kontrak yang tepat, dan sebagainya. Koperasi tersebut juga tidak tahu, atau memang karena tidak ada, dimana atau kepada siapa harus bertanya. Hal yang sama juga dihadapi oleh sebuah koperasi di Jogjakarta yang kebingungan mencari informasi mengenai teknologi pengemasan bagi produk makanan olahannya. Permasalahan teknis semacam ini telah semakin banyak dihadapi oleh koperasi, dan sangat dirasakan kebutuhan bagi ketersediaan layanan untuk mengantisipasi berbagai permasalahan tersebut.

4. Mengakomodasi keinginan pengusaha kecil untuk melakukan usaha atau mengatasi masalah usaha dengan membentuk koperasi.

Beberapa pengusaha kecil jamu di daerah Surakarta dan sekitarnya tengah menghadapi kesulitan bahan baku (ginseng) yang pasokannya dimonopoli oleh pengusaha besar. Para pengusaha tersebut juga masih harus bersaing dengan pabrik jamu besar untuk dapat memperoleh bahan baku tersebut. Mereka ingin berkoperasi tetapi tidak dengan pola koperasi yang sudah ditentukan oleh pemerintah. Hal yang sama juga dihadapi oleh pengusaha kecil besi-cor di Bandung untuk mendapatan bahan baku ‘inti-besi’-nya, atau untuk menghadapi pembeli (industri besar) yang sering mempermainkan persyaratan presisi produk yang dihasilkan. Contoh-contoh diatas memberi gambaran bahwa keinginan dan kebutuhan untuk membentuk koperasi cukup besar, asalkan memang mampu mengakomodasi keinginan dan kebutuhan para pengusaha tersebut. Kasus serupa cukup banyak terjadi pada berbagai bidang usaha lain di berbagai tempat.

5. Pengembangan kerjasama usaha antar koperasi.

Konsentrasi pengembangan usaha koperasi selama ini banyak ditujukan bagi koperasi sebagai satu perusahaan (badan usaha). Tantangan untuk membangun perekonomian yang kooperatif sesuai amanat konstitusi kiranya dapat dilakukan dengan mengembangan jaringan kerjasama dan keterkaitan usaha antar koperasi. Hal ini juga sebenarnya telah menjadi kebutuhan diantara banyak koperasi, karena banyak peluang usaha yang tidak dapat dipenuhi oleh koperasi secara individual. Jaringan kerjasama dan keterkaitan usaha antar koperasi, bukan hanya keterkaitan organisasi, potensial untuk dikembangkan antar koperasi primer serta antara primer dan sekunder. Perlu pula menjadi catatan bahwa di berbagai negara lain, koperasi telah kembali berkembang dan salah satu kunci keberhasilannya adalah spesialisasi kegiatan usaha koperasi dan kerjasama antar koperasi. Mengenai hubungan koperasi primer dan sekunder di Indonesia, saat ini banyak yang bersifat artifisial karena antara primer dan sekunder sering mengembangkan bisnis yang tidak berkaitan bahkan tidak jarang justru saling bersaing.

6. Peningkatan kemampuan usaha koperasi pada umumnya.

Kemampuan usaha koperasi : permodalan, pemasaran, dan manajemen; umumnya masih lemah. Telah cukup banyak usaha yang dilakukan pemerintah untuk mengatasi hal tersebut, namun masih sering bersifat parsial, tidak kontinyu, bahkan tidak sesuai dengan kebutuhan. Pendampingan dalam suatu proses pemberdayaan yang alamiah dan untuk mengembangkan kemampuan dari dalam koperasi sendiri tampaknya lebih tepat dan dibutuhkan.

7. Peningkatan Citra Koperasi

Pengembangan kegiatan usaha koperasi tidak dapat dilepaskan dari citra koperasi di masyarakat. Harus diakui bahwa citra koperasi belum, atau sudah tidak, seperti yang diharapkan. Masyarakat umumnya memiliki kesan yang tidak selalu positif terhadap koperasi. Koperasi banyak diasosiasikan dengan organisasi usaha yang penuh dengan ketidak-jelasan, tidak profesional, Ketua Untung Dulu, justru mempersulit kegiatan usaha anggota (karena berbagai persyaratan), banyak mendapat campur tangan pemerintah, dan sebagainya. Di media massa, berika negatif tentang koperasi tiga kali lebih banyak dari pada berita positifnya (PSP-IPB, 1995); berita dari para pejabat dua kali lebih banyak dari berita yang bersumber langsung dari koperasi, padahal prestasi koperasi diberbagai daerah cukup banyak dan berarti. Citra koperasi tersebut pada gilirannya akan mempengaruhi hubungan koperasi dengan pelaku usaha lain, maupun perkembangan koperasi itu sendiri. Bahkan citra koperasi yang kurang ‘pas’ tersebut juga turut mempengaruhi pandangan mereka yang terlibat di koperasi, sehingga menggantungkan diri dan mencari peluang dalam hubungannya dengan kegiatan pemerintah justru dipandang sebagai hal yang wajar bahkan sebagai sesuatu yang ‘sudah seharusnya’ demikan. Memperbaiki dan meningkatkan citra koperasi secara umum merupakan salah satu tantangan yang harus segera mendapat perhatian.

8. Penyaluran Aspirasi Koperasi

Para pengusaha umumnya memiliki asosiasi pengusaha untuk dapat menyalurkan dan menyampaikan aspirasi usahanya, bahkan juga sekaligus sebagai wahana bagi pendekatan (lobby) politik dan meningkatkan keunggulan posisinya dalam berbagai kebijakan pemerintah. Asosiasi tersebut juga dapat dipergunakan untuk melakukan negosiasi usaha, wahana pengembangan kemampuan, bahkan dalam rangka mengembangkan hubungan internasional. Dalam hal ini asosiasi atau lembaga yang dapat menjadi wahana bagi penyaluran aspirasi koperasi relatif terbatas. Hubungan keorganisasian vertikal (primer-sekunder : unit-pusat-gabungan-induk koperasi) tampaknya belum dapat menampung berbagai keluhan atau keinginan anggota koperasi atau koperasi itu sendiri. Kelembagaan yang diadakan pemerintah untuk melayani koperasi juga acap kali tidak tepat sebagai tempat untuk menyalurkan aspirasi, karena sebagian aspirasi tersebut justru berhubungan dengan kepentingan pemerintah itu sendiri. Demikian pula dengan kelembagaan gerakan koperasi yang sekian lama kurang terdengar kiprahnya. Padahal dilihat dari jumlah dan kekuatan (ekonomi) yang dimilikinya maka anggota koperasi dan koperasi kiranya perlu diperhatikan berbagai kepentingannya.

d. CATATAN PENUTUP

Beberapa pemikiran yang telah diajukan kiranya membutuhkan setidaknya dua prasyarat. Pertama, pendekatan pengembangan yang harus dilakukan adalah pendekatan pengembangan kelembagaan secara partisipatif dan menghindari pengembangan yang diberdasarkan pada ‘kepatuhan’ atas arahan dari lembaga lain. Masyarakat perlu ditumbuhkan kesadarannya untuk mampu mengambil keputusan sendiri demi kepentingan mereka sendiri. Dalam hal ini proses pendidikan prinsip-prinsip dan nilai-nilai koperasi menjadi faktor kunci yang sangat menentukan. Kedua, diperlukan kerangka pengembangan yang memberikan apresiasi terhadap keragaman lokal, yang disertai oleh berbagai dukungan tidak langsung tetapi jelas memiliki semangat kepemihakan pada koperasi dan ekonomi rakyat. Dengan demikian strategi pengembangan yang perlu dikembangkan adalah strategi yang partisipatif. Hal ini akan membutuhkan perubahan pendekatan yang mendasar dibandingkan dengna strategi yang selama ini diterapkan. Rekonsptualisasi sekaligus revitalisasi peran pemerintah akan menjadi faktor yang paling menentukan dalam perspektif pengembangan partisipatif ini.---

the differences between causal and co relational studies is relationships between two variables in an organizational setting, several variables that might co vary with the dependent variable have to be controlled. And correlational.

The controls and manipulations are best done in an artificial setting-the laboratory-where the causal effect can be tested. When controls and manipulation are introduced to establish cause and effect relationships in an artificial setting. We have laboratory experimental designs also known as lab experiments. The experimental and control groups in the field experiment could be made up of the people working at several plants within in certain radius, or from the different shift in a production plant. For instance and the effects of the piece-rate system are to be studied.

     1. What are the basic research design issues? Describe them in some detail. 
     The basic design issues regarding propose of the study, type of investigation, extent of researcher interference, study setting, unit of analysis and the time horizon.

      2. Why are the basic design issue important to consider before conducting the study and even as early as at the time of formulating the research question?
Because the researcher would determine the appropriate decisions to be made in study design based on the problem definition, the research objectives, the extent rigor desired, and cost considerations.

Yes it is, co relational studies done in organizations are called field studies. 
studies conducted to establish cause and effect relationships using the same natural environment.

Exploratory studies were undertaken to understand what the concept quality of work life means. after extensive interviews with various groups of people, the concept was considered to encompass such factors as enriched job, healthy work environment, stress-free work relationships, job satisfaction, work role involvement, work life is too narrow and limited to be useful for research and that the concept quality of life is more encompassing, because work and non work can not be viewed as two tightly compartmentalized aspects of an individuals life.         Chapter 4 
                1. How would you describe the research process?
        Research process begin, how to select the sample and collect the data, and how to analyze the data, embody the design aspects, which will be elaborated later in the book. denotes the final deduction from the hypotheses testing. when all or most of the hypotheses are substantiated   and the research question is fully answers, the research write up the reports, makes a presentation, and the manager is enable to examine different ways of solving the problems and make a final decision, are represented embody the design aspects.
        Several of the hypothesis are not substantiated, or are only partially supported, one many go back to examine the reasons for this note the broken lines and the arrow to several other boxes in the process may have to be restarted  at the point where the research feels the need for examination. But managerial decision may have to be taken on the basis of current finding the research tries to make educated conjectures as to why certain hypotheses were not support, and  then the writers the report reflecting these. this is indicated by the curved line  leading from no box to report writing.

The Vauxhall units are present in UK region and the Opel is present in rest of the Europe. Previously Opel and Vauxhall used to manufacture similar car in UK, this led to competition between the two companies. Eventually the decision was made to stop Opel productions in UK. Durant was removed from his post in the year 1911. Durant then co founded the Chevrolet in the same year. He had done a remarkable job by achieving great sales for more than three years. Again in the year 1916, Durant was recalled to the General motors has a token of appreciation for the wonderful work he had done with the Chevrolet company. In the year 1918, Chevrolet was bought by the general motors.
